MISAC Award Recipients 1999 - 2011

The Quality in IT Practices program is a program that recognizes a baseline performance level for IT governance in the Municipal government world. It is a subset of the Excellence in IT Practices program. The Excellence program provides a more rigorous audit of the operation where an agency can receive either the Achievement or Excellence awards.  The applicaiton process is done thru Survey Monkey.  Quality in IT Practices application will be due by September 23rd, 2011.

2011 Excellence in Information Technology Practices

The Application materials are available.


The Excellence materials due date is Friday, August 05th, 2011.

The application fee may be sent in prior to the response form.

The Municipal Information Systems Association of California has established the Excellence in Information Technology Practices Program that recognizes exemplary Information Technology (IT) practices and is intended to foster peer recognition of achievements in IT practices.

The Municipal Information Systems Association of California (MISAC) established the Excellence in Information Technology (IT) Practices program in 1999, to recognize public agency efforts in the Information Technology arena. The Excellence in Information Technology Practices program recognizes cities and special districts that exceed industry practices. The program, which is revised annually to keep up to date with changing standards, consists of ten major categories of questions. Three qualified IT directors review each application. The evaluation committee determines the award level at Achievement or the higher-level Excellence; due to the high standards not all agencies receive an award. Every applicant receives detailed feedback and suggestions for IT program enhancements. For those agencies earning an award at either level, a plaque is presented to the applicant’s governing body, providing recognition for the IT department.

NOTE: Effective 2011- all submittals must be sent to the MISAC Office.  (Please do not send submittals to the City of Monrovia.)  The application fee for the Excellence Award is $100, payable to MISAC via:

2011Reviewers Guide

Agencies that are eligible to participate in the Certification Program include local municipal governments and special districts. Those interested must submit a Program application for review. Each application is evaluated by three qualified reviewers who have extensive experience in local government and technology. Agency’s applications that are rated proficient to outstanding will receive a certification award.



  • Changes for 2011: Budget/Strategic Planning, Purchasing, and Operations/Staffing section questions combined and/or modified, Internet Section two questions eliminated.  Submittals sent to MISAC State Office (See above)
  • Changes for 2010: Additional Security questions, Social networking questions, posting of the Reviewers guide Changes for 2009: GIS section has been added
  • Changes for 2007: Additional questions for Security, Operations, and Project Management.
  • Changes for 2006: An audit was performed on the program by the Computer Auditing Program at Cal Poly Pomona. The board is looking at some significant changes in the questions for 2006-2007.
  • Changes for 2005: There are some new questions on security reviews, employee termination procedures, and document retention.
